On the 9th of August, 1834, a fire broke out in part of the Dublin Custom House, one of the finest buildings in the United Kingdom. Owing to the immense quantity of combustible materials, the fierceness of the conflagration was something terrific. By great exertion the building was saved. This fire naturally produced a great sensation throughout the United Kingdom, but it was nothing in comparison to the interest excited by the burning of the two Houses of Parliament, which occurred on the 16th of October, 1834. According to the report of the Lords of the Privy Council, who inquired into the cause of the fire, the tally-room of the exchequer had been required for the temporary accommodation of the Court of Bankruptcy, and it was necessary to get rid of a quantity of the old exchequer tallies, which had accumulated till they would have made about two cartloads. These tallies had been used for kindling the fires. On one occasion a quantity of them was burned in Tothill Fields. There had been a question as to the best mode of getting rid of them, and it was ultimately resolved that they should be carefully and gradually consumed in the stoves of the House of Lords. But the work had been committed to workmen who were the reverse of careful. They heaped on the fuel, nearly filling the furnaces, and causing a blaze which overheated the flues. The housekeeper of the Lords' chamber sent to them several times during the day, complaining of the smoke and heat, but they assured her there was no danger. About four o'clock in the afternoon two strangers were admitted to see the House of Lords, and found the heat and smoke so stifling, that they were led to examine the floor, when they perceived that the floor-cloth was "sweating." At six o'clock the pent-up flames broke forth through the windows, and immediately the alarm was spread in all directions. The Ministers, the king's sons, Mr. Hume, and others, were presently on the spot, and did all they could in the consternation and confusion. The law courts were saved by having their roofs stripped off, and causing the engines to play on the interior. The greatest efforts were made to save Westminster Hall, which was happily preserved; but the two Houses of Parliament were[377] completely destroyed, together with the Commons' library, the Lords' painted chamber, many of the committee rooms, part of the Speaker's house, the rooms of the Lord Chancellor and other law officers, as well as the kitchen and eating-rooms. The king promptly offered Parliament the use of Buckingham Palace; but it was thought best to fit up temporary rooms on the old site, and to have them ready for next Session. The committee of the Privy Council sat for several days, and during the whole of that time the fire continued to smoulder among the dbris, and in the coal vaults, while the engines were heard to play from day to day within the boarded avenues. As soon as possible the temporary halls were prepared. The House of Lords was fitted up for the Commons, and the painted chamber for the Lords, at an expense of 30,000.The troops of the Convention were equally successful against Lyons. It was speedily invested by numerous troops, under the command of Dubois-Cranc, one of the Commissioners of the Convention. On the 21st of August he summoned the place to surrender, but the Lyonese held out till the 2nd of October, when Couthon, one of the most ruthless of the Jacobin deputies, arrived, with twenty-eight thousand armed peasants, from Auvergne. He demanded that the city should be instantly bombarded, and, if necessary, reduced to ruins. Dubois-Cranc said there was no need for this merciless alternative, as the place must very soon yield from famine. Couthon thereupon obtained an order from the Convention to supersede Dubois-Cranc, as devoid of proper Republican zeal; and on the 7th of October commenced a terrible bombardment. The inhabitants came to a parley with Couthon, and agreed to surrender without conditions. Couthon immediately appointed a committee to try all rebels, and he sent his opinion of the population at large to the Convention, describing the people as of three kindsthe wicked rich, the proud rich, and the ignorant poor, who were too stupid to be good Republicans. He proposed to guillotine the first class, to seize the property of the second, and to remove the last into different quarters of France. The Convention adopted his views cordially, and passed a decree that Lyons should be destroyed; that nothing should be left but the houses of the poor, the manufactories, the hospitals, the school of arts, the public schools, and public monuments; that the name of Lyons should be buried for ever, and that on its ruins should be erected a monument bearing this inscription:"Lyons made war against liberty: Lyons is no more!" The name of the spot ever afterwards was to be the Liberated Commune. The massacres were carried out by Collot d'Herbois.PARISHES.
TWO:The Battle of Rosbach raised the fame of Frederick wonderfully all over Europe. He soon roused himself, however, for fresh efforts. Whilst he had been thus engaged on the Saale, the Austrians had again overrun Silesia, defeating the Prussians under the Duke of Bevern, storming the great fortress of Schweidnitz, and making themselves masters of Breslau, the capital. In spite of his reduced numbers and the advancing winter, Frederick immediately directed his march towards Silesia, gathering reinforcements as he went, so that by the 5th of December, just one month from the Battle of Rosbach, he came up with Prince Charles of Lorraine and Marshal Daun at Lissa, a small village near Breslau, and with forty thousand men encountered and defeated nearly seventy thousand Austrians, killing and wounding twenty-seven thousand of them, taking above fifty standards, one hundred cannon, four thousand waggons, and much other spoil. This battle at once freed Silesia from the Austrians, who trooped over the mountains in all haste, and left the victorious king to close this unexampled campaign.The arrival of the news of Lord North's repeal of all the duties, except tea, produced little effect on the minds of the people of Boston. They declared that the unconstitutional principle was the real offence, and that it was still retained. The people of New York, however, had long inclined to gentler measures. They agreed to import all other articles except tea. Pennsylvania and other colonies followed their example; and they declared that they who wanted tea must smuggle it. The more fiery patriots declared against this lukewarmness; but the desire for the English goods was so great that, during the years 1770 and 1771, the importations were larger than they had ever been. Nevertheless, though the colonies appeared returning to order and obedience, the efforts of the Republican party never relaxed, and, especially in Massachusetts, there was a tone of sullen discontent. "Liberty poles" were still erected; exciting harangues were delivered on the anniversary of "the massacre," and the Assembly continued to manifest a stubborn resistance to the will of the Lieutenant-Governor.

TWO:The last night's debate continued till between six and seven o'clock on the morning of Saturday, the 8th of October. It was a night of intense anxiety, both in the House and out of doors. The space about the throne was crowded with foreigners and members of the other House. There was a number of ladies, peeresses, and their daughters, sitting there the whole night, manifesting their excitement in every way consistent with decorum. Palace Yard and the space all round the House was thronged with people waiting to hear the result of the division. The night was wet, however, and the debate was so protracted that the crowd had dispersed before morning. This was a matter of consolation to the Opposition peers, who dreaded a mobbing. It was now broad daylight, and no sound was heard outside except the rolling of the carriages of the peers, who passed up Parliament Street as quietly as if they had come from disposing of a road Bill. The fate of the Bill was that day decided, for it, 158; against it, 199leaving a majority of 41. "The night was made interesting," wrote Lord Eldon, "by the anxieties of all present. Perhaps, fortunately, the mob on the outside would not wait so long."It must be confessed that it was impossible to keep peace with a nation determined to make war on the whole world. Perhaps on no occasion had the pride of the British people and their feelings of resentment been so daringly provoked. War was proclaimed against Britain, and it was necessary that she should put herself in a position to protect her own interests. The country was, moreover, bound to defend Holland if assaulted. But though bound by treaty to defend Holland, Great Britain was not bound to enter into the defence of all and every one of the Continental nations; and had she maintained this just line of action, her share in the universal war which ensued would have been comparatively insignificant. Prussia, Russia, and Austria had destroyed every moral claim of co-operation by their lawless seizure of Poland, and the peoples of the Continent were populous enough to defend their own territories, if they were worthy of independence. There could be no just claim on Britain, with her twenty millions of inhabitants, to defend countries which possessed a still greater number of inhabitants, especially as they had never been found ready to assist us, but on the contrary. But Britain, unfortunately, at that time, was too easily inflamed with a war spirit. The people as well as the Government were incensed at the disorganising and aggressive spirit of France, and were soon drawn in, with their Quixotism of fighting for everybody or anybody, to league with the Continental despots for the purpose not merely of repelling French invasions, but of forcing on the French a dynasty that they had rejected.
THREE:The Duke of Wellington had some difficulty in producing due subordination among the members of his Government at the outset. At Liverpool, Mr. Huskisson, in addressing his constituents, by way of apology for serving under a Tory chief, said that in taking office he had obtained guarantees for the future Liberal course of the Government. The Duke resented this assertion, and in the House of Lords, on the 11th of February, with some warmth, contradicted the statement, and declared that pledges had neither been asked nor given, and that if they had been asked, they would have been indignantly refused. Mr. Huskisson explained, in the Commons, that by guarantees he had meant only that the past conduct and character of his colleagues furnished pledges for the future course of the Ministry. Another cause of misunderstanding arose, on the 19th of the same month, with reference to the disfranchisement of East Retford. A Bill had been brought in for that purpose. A portion of the Cabinet were for the enlargement of the constituency by taking in the neighbouring hundred of Bassetlaw; but the constituency had obtained permission to be heard by counsel before the Lords, and they produced such an impression that the Duke of Wellington hesitated about the propriety of the measure. Another party were for transferring the members to Birmingham. The course Mr. Huskisson is represented to have taken on this question seems so tortuous that it is not easy to account for it. The Duke of Wellington and Mr. Peel were understood to have advocated in the Cabinet the disfranchisement of East Retford, and the transference of its members to Birmingham. Mr. Huskisson, conceiving that he was in honour bound to adhere to an arrangement that Mr. Canning had made, voted for throwing open the franchise, and carried his point. They produced their Bill accordingly, and were met, as in the kindred case of Penryn, with a counter-proposal for transferring the members to Birmingham. Against this Mr. Huskisson argued, as tending to weaken too much and too suddenly the agricultural interest. The second reading was proposed on the 19th of May, and an animated debate ensued, in which the chief speakers on the Ministerial side were Mr. Peel and Mr. Huskisson. Nobody appeared to suspect that Mr. Huskisson did not intend to support with his vote the measure which as a speaker he had recommended. Such, however, proved to be the fact. A division took place, and Mr. Huskisson and Lord Palmerston, very much to the astonishment of all parties, went into the lobby against the Ministerial proposal. At two o'clock that night Mr. Huskisson wrote a letter to the Duke, which his Grace received at ten in the morning, in which he said, "I owe it to you, as the head of the Administration, and to Mr. Peel, as leader of the House of Commons, to lose no time in affording you an opportunity of placing my office in other hands." The Duke very naturally took this as a resignation, but Mr. Huskisson denied that it was so meant. An irritating correspondence ensued, and Mr. Huskisson left the Cabinet, as he affirmed, against his will. All the followers of Mr. Canning went with himnamely, Lord Dudley from the Foreign Office, Lord Palmerston from the War Office, and Mr. C. Grant from the Board of Control. They were succeeded by Lord Aberdeen as Foreign Secretary, Mr. Vesey Fitzgerald at the Board of Control, and Sir Henry Hardinge as Secretary at War. Such was the constitution of the Government, with all its Liberalism thus expurgated,[264] which repealed the Test and Corporation Acts, and carried Catholic Emancipation. The king was particularly anxious to have a strong Government. He was still firm in his resistance to Catholic Emancipation. The very mention of the subject by his Ministers produced a degree of excitement and irritation which made their intercourse with him occasionally unpleasant. The Duke of Wellington seemed, of all men, the least likely to give way on the subject. In the debate on the Test and Corporation Acts, he said, "There is no person in this House whose feelings and sentiments, after long consideration, are more decided than mine are with respect to the Roman Catholic claims; and I must say that, until I see a great change in that question, I must oppose it." THREE:By the Acts 6 and 7 William IV., c. 71, a Board of Commissioners, called the "Tithe Commissioners of England and Wales," was appointed, the object of which was to convert the tithes into a rent-charge, payable in money, but varying in amount according to the average price of corn for seven preceding years. The amount of the tithes was to be calculated on an average of the seven years preceding Christmas, 1835; and the quantity of grain thus ascertained was to remain for ever as the annual charge upon the parish. The annual money value was ascertained from the returns of the Comptroller of Corn, who published annually, in January, the average price of an Imperial bushel of wheat, barley, and oats, computed from the weekly averages of the corn returns during the seven preceding years. The Commissioners reported in 1851 that voluntary commutations had been commenced in 9,634 tithe districts; 7,070 agreements had been received, of which 6,778 had been confirmed; and 5,529 drafts of compulsory awards had been received, of which 5,260 had been confirmed. Thus in 12,038 tithe districts the rent charges had been finally established by confirmed agreements or confirmed awards.At four o'clock in the morning (the 11th of May) the cannonade began. Prince Waldeck undertook to carry Fontenoy and Antoine with the Dutch, and the Duke of Cumberland, at the head of the English and Hanoverians, to bear down on the enemy's left. At the same time, the Duke sent General Ingoldsby with a division to clear the wood of Barr, and storm the redoubt beyond. When Ingoldsby reached the wood, he found it occupied by a body of sharpshooters, and instead of attacking them vigorously he paused and returned to the duke for fresh ordersa great neglect of duty by which much time was lost, and the enemy enabled to direct their undivided attention on that side to the main body of English and Hanoverians advancing under the duke. On the other hand, the Dutch, finding Fontenoy surrounded by a fosse, and the French mounted with their batteries on the rubbish of houses, which they had demolished for the purpose, were panic-struck, and instead of making a resolute rush to storm the place, having suffered considerably from the French batteries, fell back, and stood aloof, thus leaving the English and Hanoverians exposed to the whole fire of the hostile army.

THREE:No sooner had Collot d'Herbois, Barrre, and that party triumphed over Robespierre than they summoned the members of the tribunal to their baray, on the very morning of the day of his executionand voted them honours amid much applause. The tribunal replied, that though a few traitors like Coffinhal and Dumas had found their way into the tribunal, the majority of them were sound and devoted to the Convention. Accordingly, the next day the Convention handed over to Fouquier-Tinville and his colleagues a list of fresh proscriptions of sixty-nine municipals, and a few days afterwardsnamely, the 12th of Thermidor, being the 30th of Julythey added twelve more, completing eighty-one victims! These were all executed within twenty-four hours. The Convention then fell into new divisions, some members contending for its being time to cease these tragedies, others insisting on maintaining them. Billaud-Varennes, Barrre, and Collot d'Herbois defended the guillotine and Fouquier-Tinville, but the greater number of the enemies of Robespierre denounced them, declared themselves the overthrowers of Robespierre, and assumed the name of Thermidorians, in honour of the month in which they had destroyed him. For the Thermidorians saw that the better part of the public had become sick of blood, and they set about contracting the Reign of Terror. They reduced the powers of the two governing Committees; they decreed that one-fourth of the members should go out every month; they reduced the revolutionary sections of Paris from forty-eight to twelve, and abolished the forty sous a day to the sansculotte patriots for their attendance. A month after the execution of Robespierre, Tallien made a fierce onslaught on the Terrorist system, and declared that there were numbers yet living who had been equally merciless with Robespierre, Couthon, and St. Just; and the next day Lecointre denounced by name Barrre, Billaud-Varennes, and Collot d'Herbois. To put an end to the Jacobin resistance, the Convention closed the Jacobin Club altogether, which had thus only survived the fall of Robespierre about four months. Thereupon the Jacobins began to denounce the Thermidorians as anti-Republicans, but they retorted that they were Republicans of the purest schoolthat of Marat.

THREE:On hearing of the defeat of Tarleton, Cornwallis advanced rapidly, in order, if possible, to intercept Morgan and his English prisoners at the fords of Catawba. A rise of the water from the rains prevented his crossing that river so soon as he expected, and Morgan joined Greene, both generals, however, retreating behind the Yadkin. The swollen state of the river and the want of boats also detained Lord Cornwallis at the Yadkin, but he finally succeeded in crossing and throwing himself between Greene and the frontiers of Virginia, from which Greene looked for his supplies and reinforcements. Greene continued to retreat till he had also placed the Dan between himself and Cornwallis; but his militia had deserted so rapidly on his flight, that, on reaching the Dan, he had not more than eighty of that body with him. Greene now had the way open to him for retreat into Virginia, and, Cornwallis giving up the chase, marched leisurely to Hillsborough, in North Carolina, where he invited the Royalists to join his standard. Such was his successnumbers of Royalists flocking in to serve with Tarleton's legionthat Greene, alarmed at the consequences of this movement, turned back for the purpose of cutting off all possible reinforcements of this kind, yet avoiding a general engagement. Once more Cornwallis advanced to chastise Greene, and once more Greene beat a retreat. This man?uvring continued till the 15th of March, when Greene having been joined by fresh troops, thought himself strong enough to encounter the English general. He drew up his army on very strong ground near Guildford Court House, where Cornwallis boldly attacked him, and, after a stout battle, completely routed him.The earliest idea of a steam-engine was that given by the Marquis of Worcester, in his "Century of Inventions," in 1663, which idea he obtained from De Caus, and reduced to action in London. The next step was to Papin's Digester, and then to Savery's so-called "Atmospheric Engine." This, improved by Newcomen in 1711,[195] was introduced to drain mines in all parts of the kingdom, but especially in the coal-mines of the north and midland counties, and the copper mines of Cornwall. By its means many mines long disused through the accumulation of water were drained and made workable, and others were sunk much deeper. Smeaton, in 1769, greatly improved this engine, which, from its rapid working of a horizontal beam, was called by the miners a "Whimsey," as having a whimsical look. Watt, then a student in the University of Glasgow, commenced a series of experiments upon it, which, between 1759 and 1782, raised the engine to a pitch of perfection which made it applicable not only to draining water out of mines, but, by the discovery of the rotatory motion, enabled it to propel any kind of machinery, spin cotton, grind in mills of all kinds, and propel ships and carriages. Watt was greatly aided in his efforts by Mr. Matthew Boulton, and their engines were manufactured at Soho Works, near Birmingham. They did not, however, enjoy the fruits of their patents for protecting their inventions without many most unprincipled attempts to invade their rights by masters of mines and others, by which they were involved in very harassing law-suits. The first application of the steam-engine to the machinery of a cotton-mill was at Papplewick, in Nottinghamshire, in 1785, and the first mill built for the employment of machinery driven by an engine was in Manchester, in 1789. The first application of the engine to propel a vessel was at Dalswinton, on the Clyde, in 1788, the boat being constructed by Patrick Miller, James Taylor, and William Symington. In the following year these inventors made a second experiment on the Forth and Clyde Canal at the Carron Works, with perfect success, the vessel going at the rate of nearly seven miles an hour. Symington was probably the real machinist in this firm, and in 1802 he made a tug-boat on the Forth and Clyde Canal, under the patronage of Lord Dundas, which was worked extremely well by its engine. In 1807 Fulton followed up these experiments by launching a steam-boat on the Hudson, in America, after having in vain solicited the patronage of the British and French Governments for his enterprise. The proposal of Fulton, submitted to the Academy of Paris, was received with a burst of laughter, and Napoleon abandoned the project in deep disgust at having been, as he supposed, made a dupe of by Fulton. We have pointed out on the preceding page the period of the first application of the steam-engine to railways.

THREE:Mr. Canning had now attained the highest summit to which the ambition of a British subject can aspire. With the acclamation of the country and of the House of Commons, he had taken the first place in the Government of the empire, to which he had raised himself by his talents and his merit alone, surmounting as he rose the most formidable impediments, aristocratic antipathies, class interests, and royal dislike. He was the idol of the nation, and not only in Great Britain, but throughout the world, his fame shone brightest of all the public men of his age. His name was associated with the triumph of Liberal principles throughout Europe and America; he was at the head of a strong Government, and he had conciliated the good-will of his Sovereign. Such a combination of what are usually regarded as the elements of human happiness has rarely, if ever, been known in the history of England, where alone such a phenomenon could occur. As a man of genius, as an orator, as a political leader, he enjoyed a reputation and a degree of success which in any one of these capacities would be regarded by the majority of men as the acme of human felicity. But in addition to these he enjoyed a position and wielded a power with which many great men have been content, without the brilliant halo of glory with which, in Canning's case, they were surrounded. But it is a singular and humbling illustration of the vanity of human wishes and human glory, that this great man was, after all, unhappy, and that the political enemies he had vanquished had the power of bringing him to an early grave. The Whig and Tory lords studied in every way to wound the proud spirit, which they knew to be extremely sensitive. They scowled upon him with looks of resentment and vengeance. Old friends averted their eyes from the affectionate companion[260] of earlier days; the cordial pressure of his hand was not returned; his associates and supporters in office and in Parliament were, for the most part, his former opponents in many a political battlefield. The odium of being a convert to Liberal principles settled upon his noble spirit like a fatal blight, the animosity with which intolerance pursues the honest and generous lover of truth and right pierced his susceptible nervous system like a keen, pitiless, persistent east wind. This was more than his delicate organism could long bear. The state of his mind affected his bodily health. The charm of his conversation made him the delight of his friends in private society, in which he found a solace and a welcome relaxation from the toils of office. It was natural, though to be regretted, that with such a susceptible, enjoying, and genial temperament, delighting in wit and humour, and diffusing pleasure around him by the coruscations of his own genius, he should have lingered longer in convivial parties than was prudent for his health. The consequence was an inflamed and irritable state of the system. Thus predisposed to disease, he caught cold by sitting under a tree, after being heated with walking, while on a visit with Lord Lyndhurst at Wimbledon. Attacked with inflammation of the kidneys, he went to Chiswick, on the advice of his doctors, and there, on the 8th of August, after a brief period of intense suffering, he died in the villa of the Duke of Devonshire, and in the same room in which a man of kindred genius, the illustrious Charles James Fox, breathed his last.

TWO:On the 20th of November this memorable march commenced. For the convenience of quarters, the two divisions of the army were still maintained, the first led by Lord George Murray, the second by the prince himself. They left a garrison of two hundred men at Carlisle, though, on a muster, it was discovered that above a thousand men had deserted since they left Edinburgh, and that they had now only four thousand five hundred to attempt the conquest of England with. At Penrith the whole army halted for a day, hearing that Wade was coming against them; but finding, on the contrary, that he was gone back, they pursued their route by Shap, Kendal, and Lancaster, to Preston, where they arrived on the 27th. On the way, so far from meeting with any signs of adhesion, the farmers from whom they had taken horses congregated and pursued them on other horses, dismounted some of their cavalry, and carried their horses away again. Preston was a place of ill omen to the Highlanders ever since the defeat of the Duke of Hamilton in the Civil War there, and the surrender of Mackintosh in 1715. They had a fixed idea that no Scottish army could ever advance farther. To break this spell, Lord George led his vanguard at once over the bridge, and quartered them beyond it. The army halted there a day, and then proceeded to Wigan, which they entered the next day. Till he reached Preston, however, Charles received no tokens of sympathy. At Preston, for the first time, he received three hearty cheers, and a few men joined his standard. On the road from Wigan to Manchester the expressions of goodwill increased; throngs of people collected to see him pass, but none would consent to join them. At Manchester the approach of the army had been heralded by a Scottish sergeant, a drummer, and a woman, the men in plaids and bonnets exciting great astonishment, and bringing together thousands of spectators. They announced the prince for the morrow, and began recruiting for his service. They offered a bounty of five guineas, to be paid when the prince came. A considerable number enlisted, receiving a shilling in token of engagement.

  • THREE:On the 3rd of May Lord Cornwallis arrived on the coast with a squadron of transports, convoyed by Sir Peter Parker, with several ships of war. General Clinton arrived soon after, and took the command of the troops; and, in concert with Parker, he determined to attack Charleston, the capital of South Carolina. On the 4th of June they appeared off Charleston, and landed on Long Island. They found the mouth of the harbour strongly defended by fortifications on Sullivan's Island, and by others on Hadrell's Point on its north. On the point lay encamped the American General Lee. Clinton threw up two batteries on Long Island to command those on Sullivan island, whilst Parker, from the ships, was to assist in covering the landing of the troops on that Island. Clinton was informed that he could easily cross from one island to the other by a ford; and consequently, on the morning of the 28th of June,[225] Sir Peter Parker drew up his men-of-warthree vessels of fifty guns each, and six frigates of twenty-eight guns each, besides another of twenty-four guns and the Thunder bomb. But he had been deceived; what was called a ford, he found impassable. He was compelled to reimbark his troops, and meanwhile Parker's vessels, also unacquainted with their ground, ran upon a shoal, where one of them struck. In these unfortunate circumstances, the Americans, from the island and from Hadrell's Point, poured a tremendous fire into the ships, doing dreadful execution. Clinton sailed away, after this ignominious attempt to join General Howe, but some of the vessels were compelled to remain some time at Long Island to refit.The western extremity of Lake Erie was the scene of a most unequal contest at the commencement of 1813. Colonel Procter lay near Frenchtown, about twenty miles from Detroit, with about five hundred troops, partly regulars, partly militia and sailors. In addition, he was supported by about the same number of Red Indians. The Americans, under General Winchesteran old officer of the War of Independenceamounted to one thousand two hundred men. With these Winchester had scoured the Michigan country, and, at the end of January, advanced to attack Procter. Sir George Prevost had commanded Procter to act on the defensive; but scorning this cowardly advice, he suddenly advanced by night, as the Americans had quartered themselves in Frenchtown, surprised, and captured or destroyed the whole of them, except about thirty who escaped into the woods. Winchester himself was seized by Round Head, the Indian chief, who arrayed himself in his uniform, and then delivered him up to Colonel Procter. From this point Colonel Procter hastened to cross the lake in a flotilla, and attack General Harrison at Fort Meigs. He knew that Harrison was expecting strong reinforcements, and he was anxious to dislodge him before they arrived. Procter had with him one thousand men, half regulars, half militia, and one thousand two hundred Indians; but Harrison's force was much stronger, and defended by a well-entrenched camp. Procter erected batteries, and fired across the river Miami, endeavouring to destroy the American block-houses with red-hot shot, but they were of wood too green to take fire. On the 5th of May Harrison's expected reinforcements came down the river in boats, one thousand three hundred strong. Harrison now commenced acting on the offensive, to aid the disembarkation of the troops; but he was defeated by Procter, who routed the whole of the new forces, under General Clay, took five hundred and fifty prisoners, and killed as many more. But his success had its disadvantage. His Indian allies, loaded with booty, returned to the Detroit frontier, and the Canadian militia to their farms. Procter was[107] compelled, therefore, to leave Harrison in his camp, and return also to Detroit, for Sir George Prevost had provided him with no new militia, or other force, to supply the place of those gone. Still worse, Prevost could not even be prevailed on to send sailors to man the few British vessels on Lake Erie, where the American flotilla was now far superior to the British one. In vain did Captain Barclay, who commanded the little squadron, urge Prevost to send him sailors, or the few vessels must be captured or destroyed; in vain did Colonel Procter urge, too, the necessity of this measure. Sir George, who took care to keep out of harm's way himself, sent taunting messages to Captain Barclay, telling him that the quality of his men made up for the inferiority of numbers, and that he ought to fight. Barclay, who was as brave a man as ever commanded a vessel, and had lost an arm in the service, but who did not pretend to do impossibilities, was now, however, stung to give battle. He had three hundred and fifty-six menfew of whom were experienced seamenand forty-six guns of very inferior description. The American commodore, Percy, had five hundred and eighty men, and fifty-four guns, with picked crews on all his vessels. Barclay fought till he had taken Percy's ship, and lost his remaining arm. In the end the British vessels were compelled to strike, but not till they had lost, in killed and wounded, one hundred and thirty-five men, and had killed and wounded one hundred and twenty-three of the Americans. This success enormously elated the Americans, and they now confidently calculated on defeating Procter, and annexing Upper Canada. Harrison made haste to interpose nearly six thousand men between Procterwho had now only five hundred, and as many Indiansand the country on which he was endeavouring to retreat. The forces of Procter were compelled to give ground, and Harrison inflicted a severe revenge on the Indians, for their slaughter of the Americans at Meigs. The chief, Tecumseh, being killed, they flayed him, and cut up his skin into razor-straps, as presents to the chief men of the Congress, and Mr. Clay is said to have boasted the possession of one of these. The American armies now put themselves on the track for Kingston and Montreal. Harrison marched along the shore of Lake Erie with upwards of five thousand men, and General Wilkinson, with ten thousand more, crossed Lake Ontario, towards Kingston, to join him. General Hampton, at the same time also, was marching on Montreal. Sir George Prevost was in the utmost alarm, and sent orders to General Vincent to fall down to Kingston, leaving exposed all Upper Canada. But as General Rottenburg was moving on Kingston, Vincent, who was now joined by the remainder of Procter's force, determined to disobey these orders; and several general officers confirmed him in this resolution, and offered to share the responsibility. This was the salvation of Upper Canada. The three American generals were attacked and routed. The Canadian militia did good service, and the Americans were completely driven out of both Upper and Lower Canada before winter. In their retreat they grew brutal, and committed savage cruelties on the unarmed population. They burnt down the town of Newark, near Fort George, driving about four hundred women and children out of it into the snow. They destroyed various villages in their route. This ferocity excited the British and Canadians to retaliation. Colonel Murray crossed the water, and pursued them in their own territories. He attacked and carried Fort Niagara, killed or made prisoners of the whole garrison, and captured the arms and stores. General Hull came up, with two thousand men, to check the march of Murray, who with one thousand regulars and militia, and between three and four hundred Indians, on the 30th of December, repulsed him with great slaughter, pursued him, andto avenge the poor Canadiansset fire to Buffalo and the village of Black Rock. The council of Calcutta had determined to strip Sujah Dowlah of all his possessions, but Clive knew that it was far more politic to make friends of powerful princes. He therefore allowed Sujah Dowlah to retain the rank and title of vizier, and gave him back all the rest of Oude, except the districts of Allahabad and Corah, which had been promised to Shah Allum as an imperial domain. On Shah Allum, as Great Mogul, he also settled, on behalf of the Company, an annual payment of twenty-six lacs of rupees. TWO:This announcement drew from the Opposition a torrent of abuse of Ministers, who, in reality, had only been carrying out the very measure which they had long recommended, and which Fox, in particular, had been seriously endeavouring to accomplish whilst in office. Fox upbraided Lord Shelburne with having once said that, when the independence of America should be admitted, the sun of England would have set. Yet this had been the opinion not of Lord Shelburne merely, but of numbers who now saw reason to doubt that gloomy view of things, and there was the less reason for Fox to throw this in the face of the Prime Minister, as he had been himself, whilst his colleague, earnestly labouring with him for that end. FORE:Lord Rawdon again attempted to mitigate the condition of debtors imprisoned by their creditors, but did not succeed; and after Dundas had drawn a very flattering picture of the condition of India in presenting his annual statement of Indian finance, and had procured some regulations for insuring the payment of seamen's wages to themselves or their families, the king prorogued Parliament on the 15th of June, still congratulating the country on the prospect of peace and of reducing substantially the National Debt.Parliament met on the 15th of November, when Mr. Abercromby was unanimously re-elected Speaker. On the 20th the Queen opened the new Parliament in person. In the Royal Speech the serious attention of the Legislature was requested to the consideration of the state of the province of Lower Canada, which had now become a question that could not be any longer deferred. The demands of the inhabitants of that province were so extravagant that they were regarded by Sir Robert Peel as revolutionary. They demanded, not only that the Executive Council should be responsible to the House of Representatives, but also that the Senate, or Upper House, then nominated by the Crown, should be elected by the people. The Home Government, sustained by an overwhelming majority of the House of Commons, rejected the demand; and when the news reached Canada, the Lower Province was quickly in a flame of rebellion. Violent harangues were delivered to excited assemblies of armed men, who were called upon to imitate the glorious example of the United States, and break the yoke of British oppression. Fortunately, disaffection in the Upper Provinces was confined to a minority. The Loyalists held counter-demonstrations at Montreal; regiments of volunteers to support the Government and maintain the British connection were rapidly formed, and filled up by brave men determined to lay down their lives for the fair young Queen who now demanded their allegiance. Sir Francis Head had so much confidence in the inhabitants of the Upper Provinces that he sent all the regular troops into Lower Canada for the purpose of suppressing the insurrection. A small force, under the command of Colonel Gore, encountered 1,500 of the rebels so strongly posted in stone houses in the villages of St. Denis and St. Charles that they were obliged to retreat before the well directed fire from the windows, with the loss of six killed and ten wounded, leaving their only field-piece behind. Among the wounded was Lieutenant Weir, who was barbarously murdered by the insurgents. At St. Charles, Colonel Wetherall, at the head of another detachment, stormed the stronghold of the rebels, and completely routed them, after an obstinate resistance, with a loss of only three killed and eighteen wounded. The strength of the insurgents,[446] however, lay in the country of the Two Mountains, where they were pursued by Sir John Colborne in person, with a force of 13,000 men, including volunteers. Many of them took to flight at his approach, including their commander Girod, who, on being pursued and captured, shot himself. But 400 rebels, commanded by Dr. Chenier, took up a position in a church and some other buildings, around which they erected barricades, and there made a desperate resistance for two hours. Next day the British troops proceeded to another stronghold of the rebels, St. Benoit, which they found abandoned, and to which the exasperated loyalists set fire. Papineau, the leader of the insurrection, had escaped to New York.

FORE:Now followed a period in which many works were produced which were extremely popular in their day, but of which few now retain public appreciation. Amongst these none reached the same estimation as "Henry, Earl of Moreland: or, The Fool of Quality," by Henry Brooke. It was designed to show the folly and the artificial morale of the age, by presenting Henry as the model of direct and natural sentiments, for the indulgence of which he was thought a fool by the fashionable world. The early part of the work is admirable, and the boyhood of Henry is the obvious prototype of Day's "History of Sandford and Merton;" but as it advances it becomes utterly extravagant. Miss Frances Brooke, too, was the author of "Julia Mandeville" and other novels. Mrs. Charlotte Smith, long remembered for her harmonious sonnets, was the author of numerous novels, as "The Old Manor House," "Celestina," "Marchmont," etc.; there were also Mrs. Hannah More[175] with her "C?lebs in Search of a Wife;" Mrs. Hamilton with her "Agrippina;" Bage with his "Hermstrong: or, Man as he is Not;" "Monk" Lewis with his "Tales of Wonder" and his "Monk;" and Horace Walpole with his melodramatic romance of "The Castle of Otranto." But far beyond Walpole rose Mrs. Ann Radcliffe, the very queen of horror and wonder, in her strange, exciting tales of "The Sicilian Romance," "The Romance of the Forest," "The Mysteries of Udolpho," "The Italian," etc. No writer ever carried the powers of mystery, wonder, and suspense, to the same height, or so bewitched her age by them.

FORE:Retreat was now inevitable, and Burgoyne determined to attempt to reach Fort George, at the southern end of Lake George. He had but three days' provisions left, and his force was now reduced to three thousand five hundred men, and these had to make their way through a wilderness swarming with active and elate enemies. Gates, aware of the movement which Burgoyne was intending to make, sent troops up the river to occupy the banks of the Hudson, and to guard all[244] passages of escape. The distance to Saratoga was only six miles, but the rain fell in torrents, the roads were almost impassable, the bridges over the Fishkill were all broken down by the Americans. Burgoyne sent forward detachments of soldiers to repair the bridges and re-open the roads; but they found the woods swarming with riflemen, and that it was impossible to execute the task assigned them. On the 10th, when he arrived at the fords of the Fishkill, he found them obstructed by strong forces of Americans. He soon dispersed them with cannon, but they only retired to the Hudson, where still stronger bodies of troops were posted to oppose his crossing. He might, perhaps, have dispersed these too, but other bodies were seen already in line on the left bank, and to cross there appeared hopeless.

On the 5th of June, the day after the king's birthday, Pitt introduced his plan of military defence. It was to leave the militia what it was, but to increase the regular army by making it compulsory on parishes to furnish each a certain number of men to what was called the Army of Reservea body called out for five years, and only to be employed within the United Kingdom. He desired to break down the distinctions between this and the regular army by attaching the Reserve to the Regulars as second battalions, and encouraging volunteering thence into the Regulars. This was known as the Additional Force Bill, which was denounced by the Opposition as veiled conscription. In other ways, notably by the erection of his martello towers, Pitt set himself to rouse the spirit of the nation, in face of the very real danger of invasion.On the 19th of June Paris was excited by the announcements of Buonaparte's bulletin that terrible defeats had been inflicted on the Prussians at Ligny, and on the British at Quatre Bras. A hundred cannon and thousands of prisoners were declared to be taken. The Imperialists were in ecstasies; the Royalists, in spite of the notorious falsehood of Buonaparte on such occasions, were dejected. On the 21st whispers were busily circulating that not only had a most dreadful pitched battle been fought, but that the fine French army which had so lately left France was utterly annihilated or dispersed. It was soon added that, instead of being at the head of victorious forces, as he had represented, Buonaparte had again fled from his army, and was in the Palace of the Elyse-Bourbon. And this last news was true. Napoleon had never stopped in his own flight till he reached Philippevill. There he proposed to proceed to Grouchy, and put himself at the head of his division; but he heard that that too was defeated, and he hurried on to Paris, fearful of the steps that the two legislative Chambers might take.Having put Prussia under his feet, Buonaparte proceeded to settle the fate of her allies, Saxony and Hesse-Cassel. Saxony, which had been forced into hostilities against France by Prussia, was at once admitted by Buonaparte to his alliance. He raised the prince to the dignity of king, and introduced him as a member of the Confederacy of the Rhine. The small states of Saxe-Weimar and Saxe-Gotha were admitted to his alliance on the same terms of vassalage; but Hesse-Cassel was wanted to make part of the new kingdom of Westphalia, and, though it had not taken up arms at all, Buonaparte declared that it had been secretly hostile to France, and that the house of Hesse-Cassel had ceased to reign. Louis Buonaparte had seized it, made it over to the keeping of General Mortier, and then marched back to Holland. Mortier then proceeded to re-occupy Hanover, which he did in the middle of November, and then marched to Hamburg.
